There is a way to spin this to a more positive light ie he means lower child mortality leading to lower births but Gates is a globohomo oligarch. The more conspiratorial interpretation is probably closer to the real agenda. Like the polio vaccines in India that led to the Gates foundation getting booted, they pretend to help with an intent to harm.
