Its not about explicitly banning guns, simply about making it so difficult to understand the laws, everyone willingly disarms themselves. For example, gun manufacturers cant get bank loans, open carry loans vary so much between counties you take a gamble on getting arrested even fi the law is on your side, self defense laws are notoriously anti gun owner in most liberal places, etc

I posted this earlier this week, a quote from (((Ayn Rand's))) Atlas Shrugged.

That's exactly what we're dealing with: new laws for control. They know they can't explicitly ban them, so they'll chip away and make it difficult enough that people willingly give them up.
