This thought process pervades all corporate business and government. Everyone is just a an identical cog in the machine therefore everyone is replaceable with anyone else. In practice whatever organization adopts these policies will coast on incremental improvement for a short time before being displaced by a disruptive technology or step change in whatever the focus industry is by some individual with a different vision for how things could be. The organizational structures end up designing themselves to suppress the most talented individuals because they cause strife and discord within the ranks because they see things much differently than the desk fliers and middle management who just want to avoid any and all conflict and collect their paychecks while only putting in the least amount of effort.
