You cannot police this in every single situation. That's where it will fall apart spectacularly, as it fucking well should. It should never have been a thing in the first place, many people are passive and say nothing - which gives these fuckwits carte blanche to view that as a "yes I allow it".

When store owners start getting pushback as a result of it, they will realise that trying to enforce this isn't worth their mental or physical health.
