And for good measure, if they don't voluntarily show up for deportation, they are barred from using any service requiring any sort of ID, nation wide, such as credit cards, .gov aid programs, etc on top of putting them on some criminal list barring them from ever applying for citizenship/re-entrance . You render their life impossible on the national territory essentially, and you also kill all their hope for a second shot if they don't voluntarily comply with the deportation program.
Now I'm not sure how feasible that part is legally speaking, but ultimately that's the general idea about how this should handled. In a nutshell, either "you" comply and go right the fuck off, or you don't comply and you go right the fuck off with extreme prejudice.
