Dude. There are a couple thousand participants at best. There is no database for 5,000 records that costs $6 million unless there is some MAJOR grift and corruption taking place. It should take one of their staffers a couple hours to whip up a nice MySQL database. Shit, that's plenty small enough to work in Microsoft Access.
