This is nothing new to anybody familiar with public contracting. This is happening on every level from your local school district up to the Pentagon. Mysteriously, public officials who approve lucrative contracts often end up with jobs at those very same companies, and executives from those companies often end up with public jobs where they can approve lucrative contracts.
