Droplet doesn't mean what you think it means. Cloth or surgical masks may stop spit, but will have no effect on droplets (aerosols) of which (iirc) you emit tens of thousands in normal speech. Compare the size of a virus to the size of the openings in a mask. It's like mandating every yard has a chain-link fence to keep out mosquitos.
That said, a mask can help you to avoid a virus, just can't help anyone to avoid yours. If you use a properly fitted N95, N99, or P100 respirator, then it will help you.
There is no evidence that cloth or surgical masks have a higher efficacy rate than prayer, or hoping really hard.
