Just like the income tax (..."Britian has had one at a constant 2% for years, and it hasn't increased; why do you think one in the US would?"), people have become accustomed to no ill effects of the normal vaccines, and a large fraction of these people will blame the disease, not the vaccine, due to past non-negative interaction.
Alligators hunt in much the same way, actually. I'd guess the tactic is globally effective on all animals.
