UCMJ 112a says dishonorable discharge, forfeit two years pay, and 2 years confinement as a maximum penalty if found guilty from what I read about controlled substance in the military.
Administrative discharge with no charges would be a pretty good deal, and less than the maximum. Rules is rules!
