I thought about it for a few minutes and decided they are either full retard or they were part of a larger convoy and one jackass didn't fuel properly ahead of time and another broke off from the convoy for support.
They're just idiots who couldn't handle something as simple as a half day drive.
It's not that hard to get the cops to let you on your way in that situation, Just have one person refueling who isn't openly armed and there's a 99% chance they will just chill there and watch your back while you reenter the freeway. You have to be on a fairly remote freeway to stop on the shoulder and not expect LEO to be joining you shortly. These guys are retards but I'm not ruling out that they were part of a larger convoy.
