Just remember that about 80% of these cases are male guards leching on prisoners. Even with males vastly outnumbering females in the prison population.
The reason is biological. It is harder for males to control their libido.
This is like when blacks try to claim that white guys are shooting them in the streets. Its BS. Prison guards assaulting and harassing prisoners is overwhelmingly a male crime.

Males usually account for most of the sexual misconduct with prisoners, male or female. Males account for most workplace sexual misconduct because males have a more difficult time controlling their libido. This has always been true and it will always be true. Its basis is biology. Males have a greater predispostition toward promiscuity and violence. These are behaviors that compliment male survival and reproductive strategies more than female ones.
