Yes it's the immigration explosion engineered by New Labour under Tony Blair, they were elected in 1996 and held office for 16 years (I think, not numbers might be slightly different).
As you are seeing in the US, the modus operandi is to import a subservient voting class of dependant immigrants as a tactic for holding power.
I wouldn't be surprised if the dip in population age was caused by white flight from London and the following bulge might be the immigrant anchor babies.
We recently held our 10 year census, the tabulated results haven't been released yet but it's going to be a big wake up call when they are.
