While I may not agree with the board on the specifics of every case (what is a "white power" sign, and who cares?), I like the concept. If you are abused by a cop you have a place to file a complaint. The judgement is left to people who are not cops so they can't pull their blue line frat crap. They're not putting these cops in jail; they're not getting fired; they're getting a bit more than a slap on the wrist so they have some incentive to not abuse the public.
