Electricity deregulation from decades ago means (essentially) "just in time" built electric power plants, and no profit in building a power plant that is only used during peak periods.

True. At the time it was sold as if it was going to save consumers money via competition, which it never has, and never will.
Laws against "gouging" is what causes shortages. If people aren't allowed to charge what the goods are worth when there is a shortage, there is no incentive for manufacturers or resellers to stock up for just such a shortage.
