That was a lie, led from a misunderstanding of the Larry P. v. Riles case. The AAMR was forced to lower the threshold for retardation from 85 to 70 (a full standard deviation) because at LEAST half of all blacks TESTED were proven to be retarded. That means their IQs were AT LEAST lower than 85. And that's OVER half of JUST the ones tested. During this same time California made it illegal for schools to test the IQ of black students AT ALL, even though they were only being tested due to chronically failing grades, inability to demonstrate knowledge of the course material, and behavioral issues. This lasted until the early 90s (a decade at least) until 4 black (single) mothers sued when they (correctly) stated that the ban was denying their children access to a tool that could determine what, if any, assistance their children would require. But even then the testing of blacks is not done summarily and only at the request of parents (or, more likely, legal guardians). Basically, both of you are ignorant of the facts and fail to understand basic statistical mathematics.
