I mean, set an officer there hidden to wait and arrest. If they keep doing it, keep arresting.
Make them do labor to pay for their incarceration. Pay for more arrests.

Sounds like my plan for reparations- give them one set amount and pay for it by removing all social services and knocking anyone that took gibs off welfare. The moment they turn to crime arrest them and make sure they serve the full sentence, no more leniency after reparations
We'll have to build more prisons but I see that as a plus.

That was a really condensed version of my plan but their heritage and genology would be taken into account. If they can actually prove they came from slaves they would get more. That gives us the first wave of nigs in prison when thousands try to defraud the government.
Any nig with a criminal record does not receive reparations.
The reparations paid out would come from higher taxes in the black neighborhoods. If they can't pay taxes or take up crime to pay, I wonder what happens?
