Snowden stole the access codes to all the SAPs in order to allow those he really works for to use them anonymously to access the NSA databanks. The codes were used in Obama's HAMMER program and probably elsewhere.
The little tiny bit of data that The Intercept (funded and controlled by Pierre Omidyar) released as leaks was a limited hangout to sell the story to the public that Snowjob was a real whistleblower and that he exposed government spying, which was intended to cover over the fact that he was a Deep State bad actor who supplied his handlers with a great deal more surveillance (and blackmail) capability than most people realize. He fortified Obama/Brennan/Clapper's HAMMER program with much greater scope by supplying them with the access codes to all the SAPs. IIRC, it was Adm. Rogers who discovered all the odd NSA databank queries that revealed something was going on there, and he reported it to Trump as soon as Trump took office.
