HIPAA only applies to unauthorized disclosure of health information. It doesn't prevent third parties from asking for it, but does prevent your healthcare provider from even discussing it with them.
Also, IIRC, the rule about vaccine passports only applies to public schools and government buildings/offices. Private businesses are free to do as they see fit.
