Bill (I didn't inhale) Clinton repealed the glass-steagall act. Now all we have is a ponzi scheme that passes for a financial system. Once cash is gone, any fragment of sovereignty is gone with it. Of course the kleptocracy will try to keep the illusion of sovereignty alive.
