If they're allowed to forcibly inject anyone diagnosed 'special needs', then what's to stop them from declaring anyone resistant as having special needs? For instance they could say you have ODD (Oppositional Defiant Disorder).

That's the entire goal of this medical tyranny bullshit. For example, the (((communists))) in Russia would declare anyone who wasn't strident enough in their support of The Party to be mentally unfit.
Totally unrelated, mentally unfit people were given exams by the commissars. These exams consisted of handcuffs and police wagons. Then they were brought to mental care facilities where they were given further testing. Once declared as unrecoverable they were then sent to the happy fun sunshine camps. Where they were worked to death.
Of course that was mostly paperwork. Usually it was some party member called their thugs on someone who was then immediately sent to the gulag, with perhaps a few extra missing teeth in the bargain.
