This reeks of several things, money laundering is at the top of my list. Almost like they want $5 million to disappear... so it can be used to fund w/e the fuck they want. This is why the CIA loves selling drugs and being involved in human trafficking- it generates a massive amount of dirty cash which can be spent however they want. They do not have to account for it, so they could spend this $5 million on anything.
