It should be unacceptable for the international community to allow any county to do this. It takes a minor amount of engineering to ensure they crash over water. Even if the chance is "low" that it'll crash in a populated area, they plan to do this at least 10 more times in the next few years. And the shitty space station they are building will probably come down soon after.

was half expecting it to land somewhere it shouldn't, they've been saying in headlines for over a week no one has any clue where it was going to land. That claim is a complete lie as they always know where this stuff is going to land and normally control it's landing zone. The fact that they've been painting India in the negative over the last month, comes off more like a warning that they dropped it nearby.
