I'd blame this on the Navy itself, rather than some funding issue. Mismanagement allowed this deteriorate over years, and there's always money for whatever they prioritize. After all, even when their budgets are cut, we spend more money on our military in general than most the other countries of the world combined. This is a general problem throughout government, military or not, we toss zillions at these institutions and their answer is always that they're underfunded, never mismanaged.
