Why don't they just fucking say it is illigal for a corporation to force its employees or customers to wear a mask start fining them millions of dollars for taking away our Civil liberties
Because in reality, power starts at the local level and goes upwards. If your local sheriff chooses to enforce or not enforce laws, there's nothing a governor can do.

It really depends. A governor may be able to fire your sheriff, depending on how your State’s constitution and/or laws is/are worded. Generally speaking, county sheriff is an elected position at the county level that is independent of the governor’s authority at the state level.
