Probably ran around the house disposing of drugs so that when the police came to get the body, he wouldn't get in trouble- that's how junkies think. Their best friend could be fucking dying right in front of them, in desperate need of help where every microsecond counts... but their junky friend will be more concerned with getting in trouble
It's not unreasonable, if I had a junkie dying on my floor I'd certainly be more concerned about being in the clear legally than I would be with helping him, and that's how it should be, we don't need to minimize the deaths of drug addicts and those who associate with them as they're a lost cause to begin with.
This has led to a lot of state relaxing laws surrounding situations like this. They want people to be more likely to report ODs and save lives, so cops won't arrest junkies at the scene of an OD, even if their pockets are stuffed with heroin

If only everyone knew the extent of this, there would be nationwide outrage; but states quietly introduce these programs that they call "harm reduction".
It began with "needle exchanges", decades ago- in order to combat the spread of HIV and such, states used tax dollars to make "needle exchange" facilities, where junkies could bring their used needles and exchange them for clean ones so they could go shoot up without sharing needles. This was the top of the slippery slope.
Today, in California (and other states, more and more), there are state funded "shooting galleries". Back in the '70s, a lot of Vietnam vets came home with heroin problems, and these "shooting galleries" formed illegally. You could go to these places, they acted as brothels and drug houses- you can have some cute Asian whore shoot you up with heroin or w/e. These places were illegal and if discovered, the users and operators were arrested.
But today in California, there are state-funded shooting galleries, where a junky can walk in with drugs in their possession, sit at a booth, be given a clean needle (courtesy of the hard working people of the state), shoot up their drugs, dispose of their trash, and then stumble back out onto the streets, lit up on heroin/meth/cocaine or whatever the fuck else they're doing these days. These facilities are stocked with Narcan, so when the junkies OD they can be saved immediately.
The state is literally facilitating drug use and continuing addiction by making it fucking easier. You know why a lot of addicts finally quit and pull themselves together? It's often because they get so fucking sick and tired of how hard it is to be an addict, how hard it is to regularly obtain their drug of choice, how hard it is to hide their habit, how hard it is to find a private place to shoot up- eventually, some addicts just decide "This isn't worth it" and then seek help. But if the state essentially makes it legal, and easier to remain addicted, then why the fuck would they ever hit bottom? They won't hit bottom because the state is using actually hard-working people's money to keep addicts floating just above bottom.
It's disgusting and immoral, and in a just world, all of these facilities would simultaneously be struck by lightning and burned down. But this is all in the name of "harm reduction". You know what these shooting galleries should be? Traps for addicts. Let them walk into their booth, then throw a fucking sack over their head, and send them to a 3 month boot-camp style prison. They'll be clean, strong, and disciplined afterward. But that's too masculine, harm reduction is a feminine thing; a male's version of harm reduction is "smack the junky in the face, break their needles and flush their drugs down the toilet, lock the junky in a room for 2 weeks so they detox". A feminine version of harm reduction is "make it as easy as possible for an addict to remain addicted."
Lack of discipline and coddling those who are malcontents is why you have so much trash these days in society.
What you said about making it more difficult for addicts is what needs to happen. Ditto with the SJWs - telling them to drink some concrete and harden the fuck up rather than "tolerating" their mental illness, is what needs to happen as well.
"Coddle culture" needs to become a hot topic. It's a nice alliteration that sounds better than what the boomers and their descendants say, they call this the "participation trophy generation". As an adult, it's amusing for me to listen to older people bitching about how entitled or w/e they think is wrong with Gen X or millennials- I like to point out that "You raised them. They are following your example. You either failed to raise your child well, or you are no better than them, so shut the fuck up: we younger people didn't make this giant pile of shit, we were born into it, and now you fuckers need to step aside so we can start shoveling."
Nowadays, you just need to coin a term that strikes a nerve in people, and launch it out into Twitter- it's like casting a stone into a lake. Except this particular lake is full of AIDS. Unfortunately (?), I do not have and will never have a twitter account, so alas, I am shouting into the void, and it will be mostly people who agree with me that hear me.
It's all so... so tiresome...
