Except it wasn’t, the bank holiday was after the peak so it’s irrelevant. What do you not understand about that?

It’s on the graph. The black and white circles indicate bank holidays throughout the year. The first one appears in the trough after the first peak (13th April).
The bank holiday issues only affected registrations for that week.
The key is just in a weird place overlaying the graph, it should be off to the side really.
