Could not there be made a case against a state or organization which pays people to do something - that something which later turns out to be severely detrimental?

I’ve thought the same about employers. I have a letter drafted that states something along these lines,
“I am willing to take the covid vaccine to meet employment requirements with conditions, but would not otherwise be taking. Since this is an experimental therapy and and we do not know the effects, you agree to pay all of my medical expenses until I die. You will create a trust with $10 mm that you cannot access to cover those medical expenses. In the event that I die prematurely as a result of the vaccine you agree to immediately forfeit that trust to my family.”
