its mostly due to stimulus money being used to push drugs and the newer sellers in baltimore are for some reason no good at it and people get upset. once they start getting poorer and the drug economy stabilises then the crime should come down. they have to take homes out, reshape residentals to be not so packed, move neighboring borders' cultures into the baltimore drug sales neighborhoods.. baltimore is a drug selling city though and certain forces will probably always make sure that town disperses large volume of dope and crack.
