I'm not sure if this will be particularly effective. My understanding is that the homeless drug population was caused by laws they changed to stop prosecuting drug dealers and to stop arresting shop lifters if the value of the items was under $1000. This enticed drug addicts and drug dealers to flock there which has caused this corrupt situation. If they just give them all $1 billion of new houses, but don't repeal the laws, then surely more drug addicts and dealers will move into the vacated space.
