The germans were slaves, they just had a master that didn't hate them. That's an unstable system though, since it only takes one institution (the ruling party) to become corrupt in order for the entire thing to fall apart. The natsocs didn't tolerate competition, so by that point the germans would have been bred into obedience just as much as americans now are.
The only way out of that inevitable cycle of corruption is competition. The volk must never learn obedience to any institution. Every institution in society must be vulnerable to replacement, and actively replacing them should be a normal day to day activity. Replacing a court or a security contractor should be no more troublesome than changing what supermarket you go to.

When someone was discovered abusing the totalitarian system in place to grease their own palms justice was swift and merciless in Nazi Germany. To steal from ones people was the penultima of crimes, there was no greater dishonor and the price was death.
Dont forget it was Mussolini's very definition of National Socialism that the institutions sole purpose was to suite the purpose and needs of its people and he might well know considering he literally wrote the book on NatSoc.
