The citizens of each state need to get initiatives on the ballot that clearly and unambiguously outlaw any public health order that doesn't also include empirical metrics under which the order will be lifted. The initiative should also clearly state that any citizen of the state has standing in state court to collect monetary damages from any public official issuing or enforcing an order that does not comply with the law, and that violations of the law strip any claim of qualified immunity.
