i mean i guess if you want to apply a law without regard to the specific situation of the person who committed the crime, combined with their cognitive development or lack thereof. If someone was dealt a really bad hand in life and they didn't recognize or truly grasp consequences because they were too young, should we punish them as though they were adults with fully developed mentation? If yes, does that apply to toddlers who bite a sibling?
I was wondering if 18 was the right age to be considered an adult because just judging by the amount of physical development and facial structure of that guy, his skin texture and tone, he is obviously still in his teenage years. Which is significantly different compared to what you see in that adult age where a person's face doesn't change much between 25 and 40 (assuming you don't put on or take off weight). I don't think the mental development is finished by 18, in fact most neuroscientists today believe brain development continues through at least the mid 20's (25 is used as the consensus).
Now don't misunderstand my perceptions, although I am saying I don't believe he is fully developed to an adult brain or mental capacity, I am also not implying any position on if you should go to adult jail if you commit adult crimes. My honest position on it is similar to your belief, but not exactly the same.
I think there are certain crimes that are in a sense "non-negotiable" that the criminal responsible must go to something SIMILAR to "adult jail" although I don't think it needs to be full-on adult prison. It should be at least split like schools are, with a "children's jail" for middle school years and then another "children's jail" for high school years.
Unless you choose instead, that non-negotiable criminals have NO potential for rehabilitation--and if you so think--then why are we keeping them around at all?... just to feed them and house them for the rest of their lives? Is that the best we can do, just incarcerate and hold these criminals indefinitely? Its either do that, hold them indefinitely, or its rehabilitation or essentially the last option is to decree the death penalty for all those that commit a "non-negotiable crime". Unless you can think of another option I'm missing?

I dont agree with a 2 tierd incarceration system. They already have those with the juvenile detention centers.
What they do need is a system based on tough love. Repeat offenders need to be taught a lesson from the 1st offense and each time the punishment raised. The problem is now this system is so broken the kids that are in the system know it so well a know how to work it to their benefit. Unfortunately the social workers most of them mean well but are hand tied politically with red tape to do their job satisfactorily.
So it leads to this endless cycle of hand slapping that never teaches the offender a lesson other than dont get caught and make sure no ones taking video.
The real power lies in society itself to make a change and stop treating these crimes with kid gloves and start getting serious about making a example of the individual who committed the crimes. To send a message to their peers that this behavior is unacceptable in our society and it won't be tolerated.
The parents also need to start acting Ike parents instead of the friend. And realizing their kid may not be the patron saint the parent believes their kid to be and take action to correct the kids bad behavior.
Until that happens we will have kids that grow into adults acting the same way. With a society that enables enables behavior until they end up killing someone or people. Then every acts like they didn't see it coming.
