That's because he is a drill sergeant. The guy is a fag and was likely power tripping on a kid who was just walking around. He couldn't handle that the kid wasn't listening to him so he became increasingly aggressive not realizing outside of work he doesn't actually have authority. Yeah, black people live somewhere, and it may surprise you to know that the military, being basically a giant welfare program, is full of blacks. Given that this asshole is living in a military community, and the video in question was filmed by another, unrelated black kid from the neighborhood, it stands to follow that he does livemin the area. As for the dumbass who was harassing him on camera, it is obvious that he is power tripping and getting increasingly frustrated that this kid isn't respecting his assumed authority. So he did a stupid thing that got him arrested, likely demoted, possibly discharged, and is being used on the internet as "proof" that whites are all as unhinged and retarded as this guy. So no sympathy for this asshole.

You absolutely have a right to stand on the sidewalk. This guy was powertripping and he fucked himself. He couldn't stand that someone was not respecting his authority he imagined he had and he got a harsh lesson about how life works in the real world.
