This is brinkmanship. Russia is waiting to see how or if the West will react and then make their move accordingly.

what target would russia like to see heel or be gone? the whole of the U.S.?

Russia knows that the American government is nothing more than muscle for the globalist oligarchy; a symptom of the much larger problem. Any strike on the US mainland would be targeted against the regime's government military strongholds and what's left of the industrial centers, but targeting the population wouldn't actually solve the much larger problem.

Any significant nuclear exchange has no real winners, and they know that. So probably targeted strikes at most, but the majority of hits would likely be at US bases abroad as well as the banking establishment.
