A car is a deadly weapon, and he was resisting arrest. This could have ended up like what happened in DC with those two creatures and the muslim. Very similar positioning and everything. Would have ended with one or two dead cops without a single shot fired. Maybe if they shot retards like this more often they would stop resisting. Doesn't excuse the shitty training though.
