The NTSB doesn't fuck around with placing the blame where it lies (so far). They'll most likely blame the pilot, along with hiring and training practices by the airline. Eventually as the accidents mount up though I have no doubt the investigators will start to be subject to CRT training and "encouraged" not to come to any conclusion which appears to place blame on a negro.
