The NTSB doesn't fuck around with placing the blame where it lies (so far). They'll most likely blame the pilot, along with hiring and training practices by the airline.
Eventually as the accidents mount up though I have no doubt the investigators will start to be subject to CRT training and "encouraged" not to come to any conclusion which appears to place blame on a negro.

There was an excellent analysis of that crash on youtube which included mention of the pilot's underqualification but it seems to be gone now. It's very obvious he was only hired because he was black. He had a history of failing his training programs and impulsive decisionmaking. In this case he accidentally activated the "go around" button which cancelled their approach, but neither pilot noticed. When the aircraft pitched up to cancel the landing, he incorrectly interpreted it as a stall and violently pitched down. The other pilot attempted to counter his action but the groid didn't hand over control until it was too late. He "lawd have mercy"'d the plane into the ground and killed everyone on board.
