It's fake news. All sites with this clickbait story use other sites as source for this story, it's a closed circuit. Also, there is no logic at all - if it was planned to free children, why wait until half of them are dead?

It's just too easy to seed such stories because nobody can proof or disproof that there is some truth behind them. So it makes no sense to follow or spread such stories.
