Wow, that is a shitty salary for his credentials. He's probably been getting underpaid for years, but never complained or got a competing job offer. But they need to pay more to attract new employees. Businesses do this all the time to save money because they know someone probably won't leave if they've been there 10 or 20 years.

Salary compression is quite common in academia. It’s not uncommon for an Assistant Professor to be hired at a higher salary than an Associate or even Full Professor.
