The article is gibberish. Either the judge is extremely biased or the retard that wrote the article is leaving out some very significant info.
I dug a bit. The government says this guy conspired (with whom IDK) to defraud the judicial system of a foreign country. Judge ordered him to give up evidence of such. He said fuck you Peru says I don't have to. The whole thing sounds fucked up, but he's in jail for not wanting to give up his laptop. Which I can understand.
