Doesn't Heller vs DC trump that because of the decision of the supreme court?
It's actually mentioned in the dissenting opinions of this case, which originated in Hawaii. But have you ever read the dissenting opinions in the Heller case?
The dissenting opinions read like globalist crap. Stevens spouting off that because it was not specifically enumerated unlike Vermont's and Pennsylvania's declaration of rights, it shouldn't be allowed.
Then Stevens assertation that "there simply is no untouchable constitutional right guaranteed by the Second Amendment to keep loaded handguns in the house in crime-ridden urban areas" is just ludicrous.
