Because they do it on purpose. Just like walking in public. They'll intentionally get in your way hoping you say something so they can chimp out. Most of them, except for maybe a few of the old school ones, can't back for shit so they'll park every where except for an actual spot or they'll nose into a spot so they cant see what the fuck they're doing when they need to back out in the morning. The whole industry is a joke right now.
