Human waste requires proper disposal. To justify his 380k job all he needed was to generate a heat map of human shit and move teams around accordingly. He could have also done things like propose leaving worksite bucket shitters in particularly hot spots, with toilet seat covers on the side. Not actually do it, just propose.
