Normally we would not need such a bill, because of the doctrine in American law of placing the liability for death or injury that was a direct result of a felony on the felon. So if you try to road-pirate, carjack, or otherwise attack someone who is peacefully driving down the road, and someone gets hurt or killed, it's not the driver's fault, it's the attackers' fault.
For some reason this American legal doctrine has not been applied to felonious attacks by groups of people protesting against police or Trump, not since 2016.
