To the entire state?
It wasn't the entire state's electric customers. It was mostly the customers who were in electrics plans that were based on daily auction prices. Providers like Griddy who were counting on good rates from the daily auctions on a regular basis are the ones who fucked over their customers. Those customers were either oblivious to the risks or they thought it would never bite them in the ass. Well it did and they are finding out why it was better to have a contract for a fixed rate electric plan instead of a market driven variable rate. They saved some money under normal market conditions, but they lost their shirts when the market didn't go in the favor. It was their choice to take that risk.
