I don't know about everywhere, but I can tell you that in the Los Angeles area they have completely stopped enforcing anything. Every time I drive on the freeway I see at least a half dozen people driving 100+ weaving through traffic. Almost always idiot spics. People run red lights, drive on the shoulder, and pretty much anything they feel like doing. Not a cop in sight.

Saw somebody driving up the shoulder on I-95 last night while I was sitting in traffic. Both directions on 95 were already closed due to an accident.
