He took the easy route of a common scam with these companies. Scammers phish through emails for employees to accidentally agree to some work, by sending vague descriptions. Scammer builds some shitty/plagiarized code and then bills the company an outrageous amount. Company ultimately pays some lower negotiated amount rather than pay lawyers to litigate.
