No, but communities should start kicking out the ones who can't. After a few generations there'd be very few junkies kidnapping people then not being able to cover the cost of damages. Until that happens I don't see it as being different from a drunk driver assramming your car at traffic lights. It sucks, and if they can't cover the cost that sucks even more, but it's not the taxpayer's fault.
