This actually sounds like a win in my book: You have some school admin that says "No, I'm giving free grades to failing students, they have to learn the material to get a grade."
Most schools they just give grades based on 30% A, 40% B, 10% C, 10% F. The result of this in the 'hood is kids getting A's who can't read. Teachers give the free grades.
When teaches give free grades (as what will happen after this 'expose', then all the illiterate children will have 4.0's.
Then, they will start looking at standardized tests to grade schools. Then, teachers will start helping the kids cheat on the standardized tests.
It's all very stupid when no-one will talk about the elephant in the room.
